[f] and [p] are allophones of the same phoneme. They are in complementary distribution. [f] occurs between vowels. [p] occurs elsewhere.
If you have done both Neveralang problems, you have considered [f], [p] and [v] and found that they are grouped into two phonemes. In English, these are three phonemes. Note the English minimal triplet: fat, vat, pat.
